How it Works

How it Works

The Care Analytics application has been developed in collaboration with Torfaen CBC to provide a range of tools and features to assist in the management and planning of social care provision.

It imports data from WCCIS, cleans and merges the data then uses a range of techniques to analyse it and provide insights and forecasts.

The features can be summarised as follows:

Administrative Functions

These include:

  • Data ingestion - where an appropriate user can upload WCCIS data to the system
  • Data integrity - a dashboard that gives an overview of the data in the system - the number of service user records, and referrals etc together with their completeness for example the number with missing information.
  • User Management - where an appropriate user can manage who has access to the system.

Service User Analysis

Here you can undertake analysis of service users. The analysis is done by cohorts - these are groups of service users with similar characteristics (for example age or care need). Their are default cohorts already in the system including all users, different age bands, and Teams. You can also create your own cohorts using the cohort creator. In here you can filter by a range of parameters including gender, care type, cost of care, provider and postcode to create a cohort for further analysis.

The service user analysis uses the concept of Rings of Care to present the analysis. Rings or care are a concept developed by Torfaen CBC to represent the level of care need of service users. These range from Ring 1 IAA [Self / Family / community advice / information] to Ring 6 [Residential, Respite and Nursing care].

The analysis of cohorts presents a range of metrics broken down by Ring of Care, from total number of service users, total and average weekly costs, number of domiciliary care hours provision, number of residential beds, average age and gender split. You can also see information about living situation and trends graphs for costs and resource requirements going back in time.

You can also see maps and sortable lists of service users, and can drill down into information about individual service users.

Provider Analysis

In Provider Analysis you are presented with analysis by providers and types of care. When you first go in there is a lists of high level care types (such as domiciliary care, community meals and residential care). For each of these you you can see information about that care types, for example a list of providers with sortable metrics such as the number of service users, hours of care delivered, weekly costs etc as well as maps of service users and market share by number of clients and weekly costs.

You can also drill into information about each provider to see details of the service users they service.

Forecasting

The forecasting feature lets you predict future costs and resource requirements, including domiciliary care worker hours and residential beds. The predictions use a model that represents the typical progression of people through the adult social care system based on what has tended to happened in the past. It includes parameters for service user costs, how many monthly new users there are to the system, and how likely people are to transition into and out of residential care. There are three functions:

  • Forecast Costs - lets you calculate future costs and resource requirements and examine to effects of changes to the average costs for each Ring Of Care

  • Forecast Scenario - lets to future costs and resource requirements and examine the effects of both changes in costs and how people enter and transistion though the care system.

  • Forecast What-if - lets you run a scenario on a specific cohort of service users to see the effect on that group of people.

A typical use case of the forecasting feature might be to assess the likely benefit of an intervention that is expected to delay movements from domiciliary care to residential care by two months - how much money is saved over five years and how many fewer residential beds will be required.

CareBridge

CareBridge provides an easy to use method for ASC staff to both request and report structured information about care. It can be used to request information about individual service users, care providers or from members of the public. The responses can then be integrated directly into CareAnalytics records to improve analysis and planning.

There are two aspects:

  • Send forms - Create a form and send for completion
  • Review forms - View the status of forms that have been sent
